Special recreation services focuses specifically on special population groups, those individuals with disabilities. Inclusive recreation is an ongoing drive of programs and facilities to allow all individuals the opportunity to experience leisure in mainstream society. In my mind inclusive recreation is breaking down barriers that mainstream society sets between them and special needs while special recreation is more catering to those special needs separate from mainstream.
